To effectively strengthen the safety production defense line during the ‘May Day’ holiday and ensure the stable and orderly operation of enterprises in the jurisdiction, on April 24, Lu Fengyun, Party Secretary of Xuanqiao Town, Pudong New Area, Shanghai, led a joint inspection team comprising representatives from safety supervision, fire protection, police station, urban management, and market regulatory authorities to conduct a special pre-holiday safety production inspection and guidance at Shanghai Xingshen Instrument Co., Ltd. Chen Yao, Chairman of Xingshen Instrument, and the core management team accompanied the inspection throughout and fully cooperated with the inspection efforts.

Shanghai Xingshen Instruments, as a national high-tech enterprise and a municipal-level specialized, refined, and innovative small and medium-sized enterprise, has been deeply engaged in the manufacturing of smart instruments and meters for over thirty years and is a key enterprise included in Shanghai’s Enterprise Service Package.

The company specializes in the R&D, manufacturing, and sales of on-site process instruments for both nuclear-grade and non-nuclear-grade applications. Its core product portfolio covers four major categories: level, pressure, temperature, and flow. Among these, its nuclear-grade instrument series and the RF2030 high-temperature and high-pressure guided-wave radar level transmitter are standout products. Leveraging their high precision and exceptional stability, these instruments are widely used in critical industries such as nuclear power, petroleum, chemical engineering, electric power, and metallurgy. The company is also a key qualified supplier to numerous central state-owned enterprises, including China National Nuclear Corporation, State Power Investment Corporation, China General Nuclear Power Group, and China National Petroleum & Chemical Corporation. For many years, it has consistently provided high-quality products and services to various industries, making positive contributions to local industrial development and employment creation.

The inspection team went deep into the company’s production frontline, visiting in turn the core component manufacturing workshop, finished-product warehouse, fire control room, temporary storage area for hazardous chemicals, and environmental protection treatment station—key areas where all departments carried out comprehensive, grid-like inspections according to their respective responsibilities.
Each department collaborated closely and focused precisely on key areas, conducting thorough checks on fire safety facilities, management of wastewater and hazardous waste, special equipment, potential hazards within the plant premises, and security patrols, thereby building a robust, all-round defense for the company’s safe production.

Secretary Lu Fengyun fully recognized Xingshen Instruments’ long-term contributions to local development and emphasized: “During the ‘May Day’ holiday, with large-scale population movements and tight production schedules, the risk of safety accidents is particularly high. Enterprises must earnestly shoulder their primary responsibility for safe production, establish detailed records of identified hazards, implement closed-loop rectification measures, and ensure that all hazards are completely eliminated before the holiday begins. It is essential to refine emergency response plans, organize pre-holiday emergency drills, adequately staff and strengthen on-duty teams during the holiday period, and resolutely prevent major and especially serious safety incidents from occurring. All departments of the town government will continue to provide robust support to enterprises, promptly address their safety-related concerns, and ensure a stable and smooth path for their development.”

Chen Yao, Chairman of Xingshen Instruments, on behalf of the company, expressed gratitude for the inspection team’s careful guidance and solemnly pledged that the company will immediately convene a special meeting to clearly assign responsibility and set deadlines for each corrective action, ensuring that all identified hazards are thoroughly addressed. In addition, prior to the holiday, the company will organize comprehensive safety training for all employees to enhance frontline staff awareness of safety issues, strictly enforce the 24-hour duty roster system, coordinate production schedules with safety management, and firmly uphold the dual bottom lines of product quality and production safety—never letting down the trust and expectations of the town government.
